- Artee J. Milligan is Executive Director of Metropolitan/Delta Adult Literacy Council (M/DALC). He is tenacious and very energetic, accomplishing what he sets out to achieve and settling for nothing less than excellence. Artee is the chair of a neighborhood community organization that works to improve the quality of life for residents where he lives – Voice of Upper Georgia Avenue. Originally from Baton Rouge, Louisiana, Artee Milligan moved to DC in 1994. He obtained his BS in Accounting from Louisiana State University and received his management development training at the Darden School of Business (University of Virginia).
