Team Milligan Supports the Metropolitan Branch Trail

Mr. Milligan is in full support of the of the MET Trail. Within 100 days of sitting on the council he would like to put into motion a bus tour with all of the heads of DC government including some ANC Folks and some civic associations. During the trip he has a laundry list of issues he would liked to be addressed. We will add the MBT to this list to actually see the land and space that has been allocated for the project in ward 4. At this point he can push the project further ahead. Emeka Moneme seems to have a good head on his shoulder and I see him as an ally in the process. I am going to guess about 2.5 miles of the project our in Ward 4. This project puts DC in the position of being a world class environmentally conscious city and not a megalopolis like New York.

Team Milligan Debuts Commercials

WHO: Artee Milligan who is running for the City Council Seat for Ward 4

WHAT: Will debut 2 commercials. One is a 15 second PSA which deals with education and a 30 second commercial discusses infrastructure issues in Ward 4.
WHY: To further the interests of Team Milligan and to help them keep their edge against the 18 other canidates vying for the seat yielded in January of this year.

WHEN: 24th, 25th & 26th of April

WHERE: The commercial and PSA will debut on Team Milligan's myspace and weblog pages simultaneously at midnight on April 24th; at 2pm on DCTV Channel 95 on Comcast Cable and will debut on News Channel 8 on April 26th at 7:59am.

DCPS Takeover Alternative

There has been much discussion over the Mayor’s plan to take over the DC Public School system. The present City Council seems to support the Mayor. Many of my fellow candidates for the Ward 4 are against this plan. What I haven’t heard is any alternative to the Mayors’ Plan. The educational future of our children is at stake. The economic future of the District of Columbia is at stake. We have to get this right.

My proposal for DCPS control is multi-tiered. It involves delegation of responsibility and cooperation between the School Board, City Council, and the Mayor’s office. It also, most importantly involves the Teacher’s Union and it’s members to take a critical self-evaluation of its’ practices and policies. Finally all these organizations and control and review processes won’t mean a thing unless there is an effort to get parents more actively involved in their children’s education.

What the Mayor and City Council can do.

The Mayor and Council are not educators, they are administrators, and as such, I propose that they do just that. Building maintenance, infrastructure and teacher salary scales should be under their control. Increased funding for literacy programs and vocational training would also be under the mayor/council control.

What the Teacher’s Union should do.

The union should do away with the self-serving rules and regulations that protect under performing teachers. A merit system should be put in place that rewards teacher’s who instill a love of learning and sense of civic responsibility. Teaching is not a 9-5 job. At it’s best and purest form it is a lifetime calling. Salaries should reflect this. We cannot expect to attract the best and brightest young educators with pittances. Our children deserve much more

What Parents can do.

We have to get parents more involved in the educational process for their children. In some cases this will be as simple as involvement in the local PTA, for others, the process will include adult–education programs. The most influential person in a child’s development is a parent. It is critical that we, (the Mayor, Council, School Board. Teachers Union) do all that we can to assist parents in this effort

Neighborhood Services and Community Affairs in the Executive of the Mayor endorses Artee Milligan as the next Ward 4 Council Member

Merrit Drucker, former Director of Neighborhood Services & Community Affairs has announced his
endorsement of Artee Milligan for the Ward 4 Council
seat vacated by Mayor Adrian Fenty.
"I am a Ward 4 resident of Shepherd Park and I am
endorsing Mr. Artee Milligan for the Ward 4 Council
member chair," said Drucker, who served as the Ward 4
Neighborhood Services Coordinator and the Clean City
Coordinator in the Williams Administration, and
briefly for Mayor Fenty. Mr. Drucker has known Artee
Milligan personally for over six years. "I believe Mr.
Milligan has the skill, the experience, and the agenda
needed to successfully move the Ward forward. He is
committed to getting Ward 4 streets and alleys
cleaner, eliminating the remaining blight in Ward 4,
making real economic progress for all residents of
Ward 4 a reality, and funding educational programs
that will both prepare children for school and support
students who leave without a high school diploma."
Drucker indicated that he plans to work closely with
Mr. Milligan to ensure ongoing improvement in city
services, encourage a much higher degree of resident
participation in all aspects of community development,
and a greater degree of support from Federal Agencies,
including the National Park Service, the Environmental
Protection Agency, and the Social Security
Administration. "Mr. Milligan has the right
combination of extensive private sector management
experience and cutting edge, hands on nonprofit work
on the education programs that are essential to
helping our public schools succeed. I plan to help Mr.
Milligan conduct a Ward-wide, alley by alley, street
by street, park by park inspection of Ward 4 as soon
as he is elected," said Drucker.

About MERRIT DRUCKER:

Merrit Drucker is the former director of Neighborhood Services and Community Affairs in the Executive Office of the Mayor. Prior to serving as director of neighborhood services and community affairs he was the Clean City coordinator in the Office of the City Administrator and was responsible for improving the overall cleanliness of the District.

Prior to serving as the Clean City coordinator, he was the Ward 4 neighborhood services coordinator for four years, and was responsible for improving services and eliminating blighted conditions. He is originally from New York City, where he lived in Queens and on Long Island. He graduated from St. John's University and earned a degree in psychology and a regular Army commission through ROTC in 1973. He served as an Infantry officer in a variety of command and staff positions in the United States and overseas, including five years in the 82nd Airborne Division, and retired in 1993.

Mr. Drucker worked for a Washington, DC firm, Conservation, Environment, and Historic Preservation, Inc. (CEHP) for a year, specializing on federal historic preservation programs. He was than employed by Science Applications International Corporation (SAIC) for six years, where he was a project manager, trainer, an environmental compliance specialist, and a pollution prevention specialist, supporting Department of Defense, EPA, and private sector environmental programs. He has been an environmental activist for many years, and served as a volunteer during the 2000 Census on the DC Complete Count Committee, responsible for outreach to universities and to minority populations.

Mr. Drucker holds a master's degree, in human resources management from Pepperdine University as well as a master's in Philosophy from UCLA. He resides with his family in Shepherd Park, in Ward 4.

ABOUT ARTEE MILLIGAN:
Artee J. Milligan is Executive Director of Metropolitan/Delta Adult Literacy Council (M/DALC).

Mr. Milligan's professional career spans over 25 years of business experience in the banking, chemical, energy, and consulting industry. He has worked for leading Fortune 10 companies like Exxon Mobil Corporation and Mobil Corporation and companies like Bearing Point. As a senior-level manager, Artee has organized and directed a Global Internet Project, and he has administered business development and system integration projects. His technical background and experience is enhanced by extensive experience, training, and development in the communication, leadership, and diversity arenas.

Originally from Baton Rouge, Louisiana, Artee Milligan moved to Shepherd Park in 1994. He obtained his BS in Accounting from Louisiana State University and received his management development training at the Darden School of Business (University of Virginia). He is a member of the International Coach Federation, chairman of the Voice of Upper Georgia Avenue, member of the Board at M/DALC, and a member of the Great Streets Advisory Board.
